Pope St. Pius X was speaking to a group of Cardinals. Pope Pius asked them, "What do we need to save society?"
Cardinal: Build more Catholic schools!
Pius: No
Cardinal: Build more churches!
Pius: No.
Cardinal: Recruit more priests??
Pius: Still No.
Cardinal: Then WHAT??
Pius: The most necessary thing of all is for each parish to have a group of laymen who are at the same time virtuous, enlightened, resolute, and truly apostolic.
[From "Soul of the Apostolate," 168.]
So true - "Society" can't be saved with a quick fix. Each person must be saved in order to do it right. I attend an SSPX Chapel which definitely fits this criteria, and I wonder if the laymen who manage the Chapel, serve at the Altar and sing in the choir - all while living upright and virtuous lives - realize how God is working through them to "save society".
